Barry C. Nelson, Ph.D., began his service to the Health Science Center as the academic business administrator for the College of Medicine in 1992 and has led the Texas A&M Health Science Center’s division of Finance and Administration since April 2000. He possesses an M.B.A. and doctorate in educational administration from Texas A&M University.
The Division of Finance and Administration is a division of closely aligned strategic administrative units that work collaboratively to provide quality services in order to meet the needs of the Health Science Center, within the strict confines of state and government rules and regulations. It is the mission of the Health Science Center division of Finance and Administration to serve its stakeholders: faculty, students and staff. The other stakeholders it serves are the citizens of the State of Texas and those appointed to oversee state dollars, namely: the State Comptroller, the Legislative Budget Board, the Texas Higher Education Coordinating Board, and the State Auditor’s Office. The areas within the Finance and Administration umbrella are many and varied. Finance provides a full range of fiscal services to include budgeting, general accounting, payroll, accounts payable and receivable, purchasing, property management, and human resources. The division of administration is responsible for facilities construction and management, environmental health and safety, enterprise risk and opportunity management, contracts management, oversight of the HSC’s Historically Underutilized Business initiatives, fleet management and records management.
Because the Health Science Center is a state agency, there are numerous laws, rules, regulations and policies with which the HSC, as a state agency and a guardian of state resources, must comply. Under Dr. Nelson’s direction, the Finance and Administration staff strives to provide prompt, friendly, courteous service, while remaining within those proscribed parameters.
