Tuition Waivers and Exemptions

The HSC Student Records and Registration office will no longer be the point of contact for receiving requests for Tuition Waivers and/or Exemptions. Please refer to the HSC Student Business Services for more information about tuition waivers and exemptions for HSC students.

Hazelwood Exemption

The Hazlewood Exemption is for qualified veterans and dependents of certain disabled or deceased veterans and exempts students from paying tuition and required fees (not including Student Services Fee).  You must apply for the exemption each year that you wish to use it.  All documentation is to be returned to the Office of Student Financial Aid.

 

Please note that the application(s) for the Hazlewood Program must be delivered to the Office of the Registrar by the following due dates:

Fall                   Prior to due date for tuition and fees, but no later than August 1

Spring              Prior to due date for tuition and fees, but no later than January 1

Summer           Prior to due date for tuition and fees, but no later than May 1

 

Eligibility requirements include:

  • Texas resident at military entrance with:
  • Texas home of record; or
  • Texas point of entry
  • Honorable discharge
  • More than 180 days of active duty (net active service)
  • Have no federal veteran's education benefits or have federal veterans education benefits dedicated to the payment of tuition and fees only that do not exceed the value of Hazlewood benefits
  • Not in default on any student loans- One of the requirements of receiving the Hazelwood exemption is that you are not in default on any State of Texas loan. In order to confirm, please log onto http://www.hhloans.com.  Click on ‘Student login’. If you have not previously logged on to this system, you must register.  Once logged on, please access the list of state loans you may have received.   Please print this screen and return to the Office of the Registrar as confirmation of your ‘not in default’ status.  If you have never had a state loan, print the screen anyway because it will confirm that you have no loans in default. If you need help obtaining this information please call the Texas Higher Education Coordinating Board (The CB) at 1-800-242-3062, option 3, then option 2.  However, the information must be in printed in order to satisfy the requirement.
  • Reside in Texas at the time the benefit is used. 

 

 

Application Process:

  • Complete the appropriate application form(s) located at http://www.collegeforalltexans.com/apps/financialaid/tofa2.cfm?ID=579  
  • Provide veteran's DD-214 (instructions to obtain the DD214 are located at http://www.archives.gov/veterans/military-service-records/get-service-records.html)
  • Provide proof of dependent relationship (birth certificate, adoption certificate, marriage certificate, tax returns)
  • Provide Certificate of Eligibility letter from VA for service after 9/11/01 (may be obtained from the VA office in Muskogee, OK at (888)-442-4551 or www.gibill.va.gov.
  • One of the requirements of receiving the Hazelwood exemption is that you are not in default on any State of Texas loan. Hazlewood Legacy Program 

SB93, authorizes the Hazlewood Legacy Program, through which veterans may assign unused Hazlewood hours to one of his/her children. You can access the Senate Bill by using the following link:  http://www.capitol.state.tx.us/tlodocs/81R/billtext/pdf/SB00093F.pdf.

Eligible veterans may assign unused hours of exemption eligibility to a child under certain conditions. To be eligible, the child must:

  • Be a Texas resident,
  • Be the biological child, stepchild, adopted child, or claimed as a dependent in the current or previous tax year,
  • Be 25 years or younger on the first day of the semester or term for which the exemption is claimed (unless granted an extension due to a qualifying illness or debilitating condition), and
  • Make satisfactory academic progress in a degree, certificate, or continuing education program** as determined by the institution.
  • Both the Veteran or legally designated caretaker and the Student MUST be current residents of Texas to qualify for the Benefit; both the Veteran and Student must provide valid Texas Driver's License or IDs, and must qualify for in-state tuition to qualify for the current semester, no exceptions.

 

If a child to whom hours have been delegated fails to use all of the assigned hours, a veteran may re-assign the unused hours that are available to another dependent child.

A veteran's spouse or a child's guardian, conservator, custodian, or other legally designated caretaker may re-assign unused hours to an eligible child (through Legacy) on behalf of the veteran if the veteran died prior to requesting the transfer of hours.

 

Veterans' spouses are not eligible to receive a transfer of unused hours.

 

Prior Years

It is the responsibility of the student to inform the Office of Student Financial Aid of all requests to use Hazlewood Exemption retroactively (for terms prior to the current term).
